The Korean Peninsula Energy Development Organization (KEDO) is an international organization, one whose activities are mandated through agreements and guided by political, technical and economic considerations, and which relies heavily on consensus, compromise, and confidence building. Nationals of the Executive Board members are fairly represented among the professional staff with due regard to the importance of securing the highest standards of integrity, efficiency, and technical competence.
KEDO's headquarters (also referred to as the "Secretariat") is located in New York City. Its staff is comprised of nationals from its founding members (Government of Japan, the Republic of Korea, and the United States) and the European Atomic Energy Community. These four KEDO members constitute its Executive Board. The Executive Board meets periodically, and as requested by the Board's Chairman, KEDO's Executive Director, or any member of the Board. Members of KEDO, to include the Executive Board, and additional states and international organizations that support the purposes of the Organization, convene on an annual basis at a General Conference to discuss the organization's Annual Report and review the status of ongoing activities. The Executive Director and two Deputy Executive Directors manage five divisions within the Secretariat. The Divisions are Policy and DPRK Affairs, Project Operations, Heavy Fuel Oil (HFO) and Financing Division, General Affairs, and Legal Affairs. The HFO and Financing Division was responsible for arranging for the financing of the LWR project until the project was suspended in December 2003, after which time it has been responsible for dealing with financing issues surrounding the LWR project. The General Affairs Division provides overall administrative support for the Organization, and handles non-LWR contracts and budgetary matters. The Legal Affairs Division advises and provides assistance on issues of public and private international and domestic law related to the activities of the Organization and represents it in legal proceedings. The Policy and DPRK Affairs Division is responsible for coordination of negotiations and other contacts with the DPRK. The Project Operations Division was responsible for managing the design and construction of the LWR project until the project was suspended in December 2003. Since that time, the division has managed activities related to the project. Framatome ANP/DE&S, as KEDO's Technical Support Consultant, assists KEDO in the management of the LWR project as directed by the Project Operations Division |
